Re-ranking applies a more expensive relevance model to a candidate set, then selects which passages to include. It can improve ranking but adds latency and cost, and it cannot recover an essential document absent from the candidate set.
Choose candidate counts and cutoffs from measured retrieval quality and the latency budget, not a promised universal precision gain.
